To fulfill the obligations set forth in Public Financial Management and Control Law No. 5018 and other relevant legislation; to ensure the effective, economical, and efficient acquisition and utilization of public resources in line with the policies and objectives outlined in development plans and programs; and to manage the public financial management structure and operations, the preparation of the institutional budget, and the accounting and reporting of all other financial affairs.
